中國國際救援中心集團董事局主席康海秀:中國國際救援中心集團始建于2018年2月20日,是大型國際救援組織。該機構(gòu)自成立以來,歷經(jīng)7年的發(fā)展,我們面向海內(nèi)外開展緊急救援。主要在抗震救災(zāi),抗洪救災(zāi),疫情防控,包括道路救援,醫(yī)療衛(wèi)生救援等多個領(lǐng)域?qū)嵤┚仍葹?zāi)。中國國際救援中心集團始終秉承以人民至上,生命至上重要思想論述做指導(dǎo)。我們始終堅持人民至上,生命至上的原則。我們在隊伍建設(shè)過程中,形成內(nèi)練基本功,外樹形象,不斷增強隊伍的戰(zhàn)斗力。我們始終牢記肩上扛的重?fù)?dān)和使命,我們不斷加強隊伍的刻苦訓(xùn)練,不斷鉆研訓(xùn)練技術(shù)和技能,以此提升救災(zāi)作戰(zhàn)能力。通過7年的建設(shè)和發(fā)展,我們先后參與海外各類抗震救災(zāi),抗洪救災(zāi),包括國內(nèi)抗震救災(zāi),抗洪救災(zāi),疫情防控等救災(zāi)工作。我們在國家領(lǐng)導(dǎo)下,地方各部門的協(xié)同協(xié)作下,我們深入到災(zāi)區(qū)的第一現(xiàn)場,包括運送物資,協(xié)調(diào)緊急調(diào)動各方力量,開展人道主義救援。我們在救援救災(zāi)的現(xiàn)場,及時運送物資到達災(zāi)區(qū),緊急疏散受災(zāi)群眾,緊急配送各類應(yīng)急裝備,我們積極協(xié)同各部門和消防部門開展緊急救援工作。我們在多年的建設(shè)和發(fā)展過程中,中國國際救援中心集團公司,以企業(yè)化建制,以公益化先行,我們本著搶占時間,挽救生命為原則,開展國際國內(nèi)救災(zāi)工作。我們不斷加強技術(shù)裝備,研發(fā)生產(chǎn),包括應(yīng)急產(chǎn)業(yè)的快速發(fā)展,形成公益加效益共舉發(fā)展。我們加強隊伍力量多元化建設(shè),本著逢山開道,遇水架橋的救援精神,不斷增強隊伍的信念和信心,做到平時服務(wù),急時應(yīng)急,災(zāi)時應(yīng)災(zāi),戰(zhàn)時應(yīng)戰(zhàn)。建立了完整的救援體系,2025年我們將加快發(fā)展步伐,讓隊伍實現(xiàn)全球化發(fā)展。我們的隊伍立足華夏,輻射全球。今年中國國際救援中心集團繼續(xù)努力擴大志愿者隊伍發(fā)展,并力爭在全球50多個國家建設(shè)分支機構(gòu)和派駐隊伍。

President KANG Haixiu:China International Rescue Center Group Co., Ltd was founded on February 20, 2018, and is a large international rescue organization in accordance with the law. Since its establishment, this organization has undergone 7 years of development, and we have carried out emergency rescue operations both domestically and internationally. We mainly carry out rescue and disaster relief in various fields such as earthquake relief, flood control, epidemic prevention and control, including road rescue, medical and health rescue, etc. The China International Rescue Center Group Co. Ltd has always adhered to the important ideological discourse of putting people and life first advocated by China government as guidance. In the process of team building, we aim to cultivate basic rescue skills internally, establish a positive image externally, and continuously enhance the combat effectiveness of the team. We always bear in mind the heavy burden and mission we carry on our shoulders. We continuously strengthen the diligent training of our team, constantly specialize in training techniques and skills, in order to enhance our disaster relief combat capabilities. Through 7 years of construction and development, we have participated in various overseas earthquake and flood relief efforts. Under the strong leadership of the Party Central Committee and the collaborative efforts of local government departments at all levels, we went deep into the first scene of the disaster area, including transporting supplies, coordinating emergency mobilization of various forces, and carrying out humanitarian rescue. We are on the scene of rescue and disaster relief, timely transporting supplies to the disaster area, evacuating affected people urgently, and distributing various emergency equipment. We actively cooperate with government departments at all levels and fire departments to carry out emergency rescue work. In the process of construction and development for many years, China International Rescue Center Group Co., Ltd. has adopted an enterprise oriented system and prioritized public welfare. We adhere to the principle of seizing time and saving lives, and carry out international and domestic disaster relief work. We continuously strengthen our technological equipment, research and development, and production, including the rapid development of the emergency industry, to form a joint development of public welfare and benefits. We are strengthening the diversified construction of our team's strength, adhering to the rescue spirit of opening up the way to the mountains and building bridges in the face of water, constantly enhancing the team's belief and confidence, and achieving service in peacetime, emergency response in times of emergency, disaster response in times of disaster, and combat in times of war. 中國國際救援中心集團董事局主席康海秀:中國國際救援中心集團,歷經(jīng)7年的發(fā)展,我們先后搶大災(zāi),救大險。從來沒有放棄過任何救援的機會。在河南千年不遇的大水大災(zāi)面前,我們先后調(diào)集中國國際救援中心集團旗下的各省救援力量,第一時間到達抗洪救災(zāi)現(xiàn)場,緊急調(diào)動救援物資,支援河南抗洪救災(zāi)。我們轉(zhuǎn)移受災(zāi)群眾不計其數(shù),包括向河南災(zāi)區(qū)捐贈的物資,第一時間抵達河南災(zāi)民受災(zāi)現(xiàn)場。在過去的幾年里,發(fā)生了全球席卷的疫情,在疫情防控工作當(dāng)中,我們緊急調(diào)動中國國際救援中心集團各省各市的救援力量,先后協(xié)助開展疫情防控工作,包括核酸檢測,運送物資,先后向重災(zāi)區(qū)河北和上海捐贈蔬菜,物資。我們及時有效的協(xié)助政府進行各類核酸檢測等疫情防控工作,受到了黨中央,中央文明辦,上海市委統(tǒng)戰(zhàn)部,及上海寶山區(qū)給我們發(fā)來的感謝信!這一幕幕的救援,和我們的救災(zāi)工作,充分的展現(xiàn)了人民至上,生命至上。我們在黨中央和地方政府的堅強領(lǐng)導(dǎo)下,有決心,有信心做好救援工作。做到人人參與,人人應(yīng)急的理念。作為大型國際救援組織,我們始終秉承逢山開道,遇水架橋的精神,一如既往的做好救援工作。在此,我再次感謝社會各界給予國際救援組織的支持。

President KANG Haixiu:During 7 years of development, China International Rescue Center Group Co. Ltd has served major disasters in risks. I have never given up the opportunity to rescue with this. In the face of the worst flood disaster in Henan Province, we successively mobilized the rescue forces from all provinces under the China International Rescue Center Group Co. Ltd, arrived at the scene of flood relief at the first time, and urgently mobilized relief materials to support Henan's flood relief. We have transferred countless affected people, including donated materials to the Henan disaster area, and arrived at the scene of the disaster in Henan as soon as possible. In the past few years, there has been a global pandemic. In our efforts to prevent and control the epidemic, we have urgently mobilized the rescue forces of various provinces and cities under the China International Rescue Center. We have assisted governments at all levels in carrying out epidemic prevention and control work, including nucleic acid testing, transporting supplies, and donating vegetables and supplies to the severely affected areas of Hebei and Shanghai. We have timely and effectively assisted the government in various accounting and testing work for epidemic prevention and control, and have received gratitude letters from the Party Central Committee, the Central Civilization Office, the Shanghai Municipal Committee, and the Baoshan District Government of Shanghai! This scene by scene rescue and our disaster relief work fully demonstrate the supremacy of life. Under the strong leadership of the Party Central Committee and local governments, we have the determination and confidence to do a good job in rescue work. 《鄧婷訪談》:康主席,據(jù)悉您在踐行2023年9月1日起施行的《中華人民共和國領(lǐng)事保護與協(xié)助條列》。請問全球政商企交流合作聯(lián)盟國際救援委員會和中國國際救援中心集團如何就海外領(lǐng)事保護針對性發(fā)揮特殊職能?

《Murphy Interviews》: President KANG, I learned that you are implementing the《Regulations on Consular Protection and Assistance of the People's Republic of China》implemented by Premier Li Qiang on September 1, 2023. May I ask how could your organization play a special role in targeted overseas consular protection?

中國國際救援中心集團董事局主席康海秀:在過去的幾年里,中國政府先后提出建立海外領(lǐng)事保護的計劃?！吨腥A人民共和國領(lǐng)事保護與協(xié)助條列》實施以后,中國國際救援中心集團,迅速的組織專班對條列進行學(xué)習(xí)。中國國際救援中心集團立足中國,服務(wù)全球,我們致力于加強海外華人華僑華商的人身安全和財產(chǎn)安全與保護。中國國際救援中心集團作為國際大型救援機構(gòu),我們經(jīng)過研判和分析,組織各類專家和人才,開展海外救援工作和服務(wù)。我們在東南亞,緬甸,泰國,菲律賓等國家建立了救援派駐點。同時我們加快了海外領(lǐng)事保護隊伍建設(shè),我們把廣大服退役軍人,經(jīng)過嚴(yán)格挑選,嚴(yán)格培訓(xùn),充實到緊急救援隊伍。為在海外的華人華商留學(xué)生,提供安全保護。讓中國公民在海外人身財產(chǎn)得到保障。我們今年預(yù)計在海外建立首期30-50萬領(lǐng)事保護團隊。我們將首批派往東南亞試點國家,開展緊急救援服務(wù)工作。下一步,我們繼續(xù)加強學(xué)習(xí)海外領(lǐng)事保護條例,同時加強海外領(lǐng)事保護的信心和決心。謝謝大家!

President KANG Haixiu: In the past few years, the Chinese government has proposed plans to establish overseas consular protection. After the implementation of the "Regulations on Consular Protection and Assistance of the People's Republic of China" signed by Premier Li Qiang in 2023, China International Rescue Center Group Co., Ltd quickly organized a special team to study the regulations. China International Rescue Center Group Co., Ltd is based in China and serves the world. We are committed to strengthening the safety and protection of the lives and property of overseas Chinese. As a large international rescue organization, China International Rescue Center Group Co., Ltd has conducted research and analysis, organized various experts and talents to carry out overseas rescue work and services. We have established rescue missions branch in countries such as Southeast Asia, Myanmar, Thailand, and the Philippines. At the same time, we have accelerated the construction of overseas consular protection teams. We have selected and trained a large number of retired military personnel through strict selection and training, and enriched them into emergency rescue teams. To provide safety protection for overseas Chinese students. Ensure the personal and property protection of Chinese citizens overseas. We expect to establish the first 300000 to 500000 consular protection teams overseas this year. We will send the first batch to pilot countries in Southeast Asia to carry out fund rescue services.
